Neighborhood Economic Development Window Grant

 The Neighborhood Economic Development Window Grant, funded by the Housing and Neighborhood Economic Development Fund (HNEDF), created in 1987 for the benefit of low- and moderate-income residents in Albuquerque’s designated Pockets of Poverty.

This grant provides up to 80% reimbursement (max $3,000) for repair or replacement of windows damaged by vandalism or crime, for eligible brick-and-mortar businesses, 501(c)(3)/501(c)(6) organizations, and educational institutions located only within the Pockets of Poverty—enhancing safety and storefront appearance. 

By targeting these neighborhoods, the grant advances HNEDF’s purpose of directing resources where improvements can be most impactful, including visible façade upgrades that improve neighborhood aesthetics and support revitalization.

Eligibility Criteria

Pocket of Poverty areas only.

Max 80% of reimbursement or $3,000.

One-time per organization.

Ends when funds fully exhausted.

Businesses: Must be a brick-and-mortar establishment with 25 or fewer employees within the City of Albuquerque boundaries.

Non-Profit Organizations: Eligible 501(c)(3) and 501(c)(6) organizations must be a brick-and-mortar establishment with 25 or fewer employees within the City of Albuquerque Designated Areas.

Educational Entities: Must be a brick-and-mortar establishment with 25 or fewer employees within the City of Albuquerque boundaries.

Incident Qualification: The window damage must have occurred on or after July 1, 2025. Proper documentation is required.

APPLICANTS who meet the above criteria are eligible to apply upon successful enrollment with the “APD Business Crime Prevention Security Survey.”

Grant Structure

Funding amount: $151,500
Application deadline: Until funds are exhausted or December 31, 2025.
Reimbursement Coverage: The grant will cover up to 80% of the total cost or $3,000 for window replacement or repair. This applies to both single and multiple windows (reimbursement does not include gross receipts tax).

Reimbursement will be given to repairs/replacements already completed upon submittal and acceptance of a completed application, and enrollment with the “APD Business Crime Prevention Security Survey.” 

REimbursement will also be given for repairs/replacements performed within 45 days after submittal and acceptance of a complete application, and enrollment with the “APD Business Crime Prevention Security Survey.”

availability: Applications will be accepted until December 31, 2024, or until all grant funds have been exhausted, whichever occurs first, to allow sufficient processing time.

Maximum Reimbursement: Up to $5,000 per business.

A police report filed on or after July 1, 2025, documenting the incident. Reports can be filed online HERE>

Photos of the damaged window(s) with date and time stamps.
Photos of the repaired or replaced window(s) with date and time stamps.
An itemized receipt from the vendor.
Proof of payment via a redacted credit card statement, canceled check, or bank statement.
